Job Summary
Are you a strategic negotiator with a deep understanding of the IT and engineering landscapes? We are seeking an IT Procurement Specialist III to manage end-to-end ownership of large, complex IT Software as a Service (SaaS), Managed Services, and Engineering Procurement contracts. In this role, you won't just be a transactional buyer; you will act as a strategic business partner, driving meaningful savings and mitigating risk through sophisticated negotiations and contract management.

Develop comprehensive, data-driven negotiation plans that optimize cost, scope, and commercial terms.
Engineering Procurement Support: Partner with technical and engineering teams to procure specialized software, equipment, and consulting services essential for large-scale utility and infrastructure projects.
Contract Lifecycle Management: Own the full contract process, including first-pass redlining, SLA/KPI structuring for Managed Services providers, and coordinating input from Legal, Cybersecurity, Insurance, and Tax.
Business Partnership: Serve as the primary contact for IT and Engineering Business Units, guiding stakeholders through the procurement process for high-stakes projects (up to $50M in spend).
Sourcing & RFx: Lead the IT and technical RFx process (RFI, RFP, RFQ), including complex bid evaluations, Managed Services supplier vetting, supplier demos, and Proof of Concepts to identify innovative solutions.
Performance & Relationship Management: Act as a Supplier Relationship Management (SRM) champion, developing S.M.A.R.T. KPIs and governance models to ensure high-quality service delivery from Managed Services partners.
Job Requirements:

Minimum of four to six years of procurement, IT contracting, or engineering procurement experience with a degree.
In lieu of a degree: Ten (10) years of significant IT/Engineering supply chain experience is required.
Negotiation Expertise: Proven track record of negotiating large-scale IT services, Managed Services, and technical engineering agreements with material financial impact.
Contractual Acumen: Strong understanding of complex statements of work (SOW), pricing structures, master services agreements (MSAs), rate increases, milestones, and payment terms.
Communication: Confident communicator capable of pushing back on unreasonable requests while maintaining executive-level trust across technical and corporate business units.

Experience managing complex Managed Services transitions or very large agreements over long-term (6–9+ month) negotiation cycles.
Familiarity with utility, infrastructure, or technical engineering environments.
Proficiency in Material Requirements Planning (MRP) systems and data analytics tools (Excel/Access).
Experience with "Total Cost of Ownership" (TCO) and "Should Cost" modeling.
